BACKGROUND:
The International Rescue
Committee (IRC) is an international NGO that coordinates the provision of
services across a broad spectrum of sectors in Kigoma Region, Tanzania. This
position will support the IRC’s gender-based violence (GBV)/women’s protection
and empowerment (WPE) program sector in Nyarugusu refugee camp. The GBV
Prevention and Community Mobilization Officer is responsible for overseeing
prevention and risk reduction activities, including safety audits, risk identification,
and efforts that mobilize the community and site
leadership in risk reduction and preventive strategies against GBV. This
includes awareness raising and trainings on GBV issues affecting women
and children in Nyarugusu refugee camp. The GBV Prevention and Community
Mobilization Officer will work closely with and report to the GBV Program Supervisor.

PROGRAM
RESPONSIBILITIES:
Technical Quality
·
Reinforce adherence to the GBV guiding principles throughout all
WPE/GBV program activities.
Program Planning &
Implementation
·
Prepare
and maintain/update detailed work plan(s) that support and achieve activities.
- Carry out regular safety audits and community consultations to identify risks faced by women and girls.
- Analyze and share results of regular safety audits and community consultations, identifying trends and changes in the context important for consideration in risk reduction activities.
- Provide direct support and ongoing mentoring to IRC WPE/GBV staff and volunteers in positions to make community-based observations and support ongoing assessment and risk identification activities.
- Train and support other IRC program sectors in risk reduction and the identification of concrete actions they can take to increase women and girls’ participation in program activities and community structures and to mitigate risks they face in the community.

Design in collaboration with the GBV Program Supervisor
and with the refugee community a community mobilization strategy aimed at
reducing the risks of GBV in Nyarugusu camp.
- Identify specific areas / types of GBV to target in the community mobilization strategy.
- Support other stakeholders, and community members/leaders in identifying strategies that reduce risks faced by women and girls.
- Liaise with GBV Program Supervisor and program staff, community leaders, community-based groups and other appropriate partners to organize and facilitate participatory trainings and capacity building activities on GBV issues, including:
w Raising awareness and
promoting changes in attitudes and behavior regarding gender, gender equality,
and GBV;
w Promoting active
community participation in prevention and response to GBV;
w Strengthening
awareness of security/protection and gender issues for women and girls’
w Promoting community involvement,
including involvement of women, men and youth.
Program Monitoring & Reporting

Prepare
and submit work plans in a timely manner according to schedule set by
supervisor, and incorporate supervisor feedback as requested.
- Compile and summarize weekly and monthly statistics and narrative reports as they relate to GBV trainings conducted in the field. Submit an overall monthly report to the GBV Program Supervisor.

Contribute
to quarterly, semi-annual, and annual donor reports.
Coordination &
Representation
·
Identify
concerns related to camp/community layout, safety and security, water and
sanitation access, etc., and develop strategies for constructively sharing
these concerns with other actors.
- Coordinate with other IRC sectors and partner NGOs present in the camp in community mobilization, referral systems, and create awareness in an integrated manner.
Requirements
·
Diploma
in social work or relevant social science
with at least three (3) year’s relevant work experience OR University
degree in social sciences with at least one (1) year relevant work experience.

Experience
working in the protection and empowerment of women and children desirable.
·
Experience
working with camp-based populations/ rural communities desirable.
·
Experience
working as a trainer, using participatory techniques desirable.
·
Ability
to work independently with a high degree of initiative required.
·
Good
IT skills: knowledge of MS Word; Excel and Outlook required.
·
Swahili
and good English written and oral skills required. French a plus.
·
Ability
to work as part of a team that
shares the common goal of preventing violence against women and children.
· Positive and
professional attitude, including ability to lead and work well in a team
setting.
· Strong ability to organize
work, meet deadlines, maintain composure, prioritize work under pressure,
coordinate multiple tasks and maintain attention to detail.
